Sexual assault refers to sexual contact without consent. This includes rape, sexual abuse, attempted rape, and unwanted sexual touching. It may or may not include penetration (including vaginal intercourse, oral sex, or anal sex).
Anything that isn't consensual is assault.
If you are unable to willingly consent to sex (if you are under the influence, for example) and unwanted sexual contact occurs, it is considered sexual assault.
